Valletta Cruise Port has applied for planning permission to convert the historic former power station in Floriana into a hotel and boutique apartments, alongside restoration work and two new structures.

Application
PA/07439/26
Location
Xatt Pinto, beneath Crucifix Hill, part of the Valletta Waterfront
Status
Awaiting a recommendation from the Planning Authority
Permit validity
Earlier permit remains valid until 8 May 2027

The Proposal

The application covers restoring and rehabilitating the complex’s façades, including stone relieving arches above openings, changing the use of the existing structures, and adding two new structures within the current height limit. The former power station is described as an underused heritage asset, and the plans include a 20-room boutique hotel, offices, shops and restaurants.

The Partnership

The application follows a June 2026 agreement between Valletta Cruise Port and Valletta Bridge Ltd. The joint venture brings together CPHCL Group, which runs the Corinthia hotel chain, and Attard Bros Group. Under a build-operate-transfer arrangement, the partners will restore, redevelop and run the building.

Earlier Plans

A permit for restoring the complex and making minor alterations was first approved in 2013 and renewed in April 2019 without changes to the approved plans. The original scheme proposed a mix of uses linked to the cruise terminal, including a baggage check-in facility, offices and shops. It also included an infill building connecting the power station to the neighbouring police station and departures lounge, and a public walkway linking the waterfront to Crucifix Hill across the roof of the restored complex.

The Site’s History

The site brings together buildings from several periods:

  • A late 17th-century arsenal and lime kiln
  • 18th-century oil vats and grain stores
  • The power station, extended in the early 20th century and repaired after war damage

The earlier restoration included reopening blocked openings, repairing stonework and rebuilding a missing clock tower.
